Best cookie consent platforms in 2026 (an honest comparison)

We compared four cookie consent platforms — Cookiebot, OneTrust, CookieYes and Cokei — on what matters for a site serving Brazil: LGPD, script blocking, Consent Mode, currency and who each one is for. Including where ours isn't the best choice.

offensive security · writes what we see in the audits

Short answer

There's no single best for everyone. OneTrust serves the large company that needs an entire privacy program; Cookiebot and CookieYes are the established choices for international operations and WordPress; Cokei is the Brazilian option, built from the LGPD up, billed in reais, with a free plan with no end date.

"What's the best cookie banner tool?" has the same answer as almost every "what's the best" question: it depends on who's asking. A multinational with a DPO, a legal team and twenty domains needs different things from a Brazilian online store or an agency looking after thirty client sites.

This comparison is written by M2HP, which also makes Cokei — so we're saying that up front, and we're also saying where Cokei is not the right choice.

Before the tools, the criteria. If you take only one thing from this post, make it this list:

  • Real blocking. Does the platform hold scripts until consent, or does it just show the notice? A banner that doesn't block is the most common mistake we see in LGPD audits (LGPD is Brazil's data protection law, the local counterpart of the GDPR).
  • Rejection with the same weight. "Reject" on the first layer, with the same prominence as "Accept" — and ideally with no option to turn it off.
  • Cookie scanning. Does it discover on its own what the site sets, or do you have to list it by hand?
  • Consent records. Can you prove who accepted what, when, and under which version of the banner?
  • Google Consent Mode v2. Essential if you use GA4 or Google Ads — see what it is and how to set it up.
  • IAB TCF. Only matters if you sell or buy programmatic media in Europe.
  • Currency and language. For a Brazilian business, billing in dollars or euros comes with IOF (Brazil's tax on foreign-currency transactions) and exchange-rate swings; a dashboard and support in a language your team doesn't work in cost time.
  • Honesty about limits. No automatic blocking catches 100% of scripts. Be wary of anyone promising automatic compliance.

The platforms

OneTrust — the corporate privacy program

OneTrust is much more than a banner: it's a privacy management platform with data inventory, data subject request handling, vendor assessment and governance. The cookie banner is one module within that.

  • Strong: end-to-end privacy coverage, global presence, the standard in large companies.
  • Weak: no free plan, sold by contract and quote, rollout that usually involves consulting, too complex for anyone who only needs the banner.
  • For whom: large companies with a formal privacy program, multiple jurisdictions and the budget for it.

Cookiebot (Usercentrics) — the established European

Cookiebot was born in Denmark and is now part of Usercentrics. It's one of the most used platforms in the world, with mature cookie scanning and automatic blocking.

  • Strong: heavily tested cookie scanning, integration with Consent Mode and IAB TCF, many banner languages, strong presence in Europe.
  • Weak: billed in euros or dollars, price that rises with site size, dashboard and support in English.
  • For whom: operations with significant traffic in Europe or teams used to international tools.

CookieYes — the WordPress favorite

CookieYes became known for its WordPress plugin and is one of the fastest ways to get a banner live on a small site.

  • Strong: simple installation, widely used WordPress plugin, a free plan to get started, Consent Mode and TCF available.
  • Weak: billed in dollars, focused on GDPR and CCPA with the LGPD as one more law on the list, advanced features on paid plans.
  • For whom: small or mid-sized WordPress sites that want to solve it fast and don't mind dollars and English.

Cokei — the Brazilian one, built from the LGPD

Cokei is M2HP's consent platform, from the same company as Sentinela. It grew out of the question "what does a Brazilian site need?", not from a European tool adapted for Brazil.

  • Strong: built from the LGPD up (and covers GDPR and CCPA); billed in reais, with no IOF; a free plan with no end date; cookie scanning and script blocking; mandatory "Reject all" on the first layer, with the same visual weight as "Accept"; every choice recorded with the IP stored only as a hash; cookie policy generated from the scan; Consent Mode v2 (from Pro up); IAB TCF v2.2 and GPP, workspaces and multiple users for agencies (on Business).
  • Weak: it's newer than the other three; for a full privacy program (data subject requests, vendor assessment), OneTrust covers more; and, like any honest tool, automatic blocking has limits that it documents — tags fired from inside Google Tag Manager, for example, need Consent Mode or manual tagging.
  • For whom: Brazilian sites, online stores and agencies that want to get the LGPD banner right, in Portuguese and paying in reais. It works with WordPress, WooCommerce, Shopify, VTEX, Webflow, Wix and hand-built sites.

How to choose, in practice

  • Large company, multiple jurisdictions, formal privacy program? OneTrust.
  • Significant traffic in Europe, team comfortable with an international tool? Cookiebot.
  • Small WordPress site, want it solved today, dollars don't matter? CookieYes.
  • Brazilian site, store or agency, want the LGPD handled in Portuguese and paying in reais? Cokei.

Whatever you choose, check the result from the outside: installing the banner doesn't guarantee that it blocks. The Sentinela audit visits the site as a new visitor and flags trackers loading before consent and banners with no reject option — and the guide to cookie banners under the LGPD has the checklist to check it by hand.

A cookie banner that holds up to LGPD and GDPR, with nothing built by hand.

Cokei is the consent platform from M2HP, the company behind Sentinela: it finds the cookies on your site, holds back the ones that need consent and records each visitor’s choice. Reject weighs the same as accept. Free plan with no end date.
